The Authority's Work
The Horry County Solid Waste Authority (SWA) is leading the way in the solid waste management field. We are dedicated to helping Horry County flourish and our education programs promote these ideas to businesses, schools and the general public. We are determined to make recycling and other environmental practices habitual and have several programs in place to reach our goals in "Protecting Tomorrow's Environment Today."

The SWA provides Horry County with the assurance of a fully integrated solid waste management plan; which includes landfill management, education, recycling, and state-of-the-art technology. The landfill property is carefully monitored and regulated to ensure safety. A public education department is dedicated to conserving resources and saving landfill space through strong recycling programs for residents, businesses, and schools. The SWA also has several projects such as the Green Power Program and a new 40,000 square-foot LEED certified Recycling Facility.

Solid Waste Authority, Inc.

To be an independent, innovative, responsive organization that aggressively provides comprehensive, cost-effective solid waste management in an environmentally sound manner, incorporating state-of-the-art methods and technology, and educating the public on responsible waste management.

 
The Solid Waste Authority is the first landfill in South Carolina to collect and transform the naturally produced methane gas into electricity with Santee Cooper and Horry Electric.
 
MISSION STATEMENT (Complete Draft)

WHEREAS, in December 1990, Horry County Council approved and enacted Ordinance Number 60-90, creating the Horry County Solid Waste Authority, Inc. (SWA) which is charged with the following responsibilities:

To develop and implement in all respects an adequate solid waste disposal and resource recovery/recycling system for all residents, commercial and industrial operators within the County, and such other entities as the Authority deems appropriate.

                                                                    and;

WHEREAS, in keeping with this mandate, the Executive Director of the SWA presented to the Board of Directors a proposed "Organizational Statement, Goals and Objectives" at a Workshop held on December 17, 1992, and

WHEREAS, the Board of Directors duly reviewed and discussed the "Organizational Statement" and the various Goals as set forth; and

WHEREAS, at its regular meeting held on September 21, 1994, the Executive Director recommended adoption of another Goal relating to "Regional Integrated Solid Waste Management Policy". After due discussion, the Board of Directors approved the recommended Goal, i.e., "To provide the leadership required to promote regional integrated solid waste management planning", and the related Objectives as set out more fully elsewhere in this Mission Statement. Now, therefore,

The Horry County Solid Waste Authority, Inc. does hereby adopt the within "Mission Statement" and the Goals and Objectives as set out in their entirety:

MISSION STATEMENT OF HORRY COUNTY SOLID WASTE AUTHORITY, INC.

To be an independent, innovative, responsive organization that aggressively provides comprehensive, cost-effective solid waste management in an environmentally sound manner, incorporating state-of-the-art methods and technology, and educating the public on responsible waste management.

GOAL: TO PROVIDE COMPREHENSIVE SOLID WASTE MANAGEMENT PROGRAMS WHICH INCORPORATE STATE-OF-THE-ART TECHNOLOGIES IN ORDER TO MAXIMIZE PROTECTION OF THE ENVIRONMENT AND EFFICIENTLY UTILIZE THE DISPOSAL SYSTEM.

OBJECTIVES:

Encourage development of yard waste reduction and collection programs in order to divert this waste from landfills.
Actively pursue markets for the sale of recycled materials.
Develop construction and demolition waste processing programs to avoid landfilling.
Develop and maintain programs to prevent the unauthorized disposal of hazardous wastes.
Investigate incentives, including alternative rate structures, to encourage recycling.
Explore concepts for easier handling of tires and landclearing debris.
Participate in ongoing studies by industry or government and contribute toward the private role for solid waste management.

GOAL: TO PROVIDE EDUCATIONAL PROGRAMS TO THE PUBLIC ON RESPONSIBLE WASTE MANAGEMENT, WITH AN EMPHASIS ON SOURCE REDUCTION, RE-USE, RECYCLING, AND ENVIRONMENTAL AWARENESS.

OBJECTIVES:

Develop educational curriculum and information programs for presentation in school systems, civic organizations, churches, and the broadcast media.
Develop and disseminate to small commercial users and to the public procedures for proper disposal of selected problem items.
Actively promote source reduction and recycling in the work place by developing policies that encourage these activities.
Promote the development and use of Household Hazardous Waste Collection Programs.
Share knowledge and experience gained by SWA and staff with others in the waste management industry.

 

GOAL: TO DEVELOP AND MAINTAIN AN ADMINISTRATIVE STAFF WHICH FULLY SUPPORTS THE MISSIONS, GOALS, AND OBJECTIVES OF THE BOARD OF DIRECTORS.

OBJECTIVES:

Provide necessary, appropriate, and timely information to the Board of Directors to facilitate their decisionmaking process.
Develop information systems which provide management reports for the operating departments, the Executive Director, and the Board of Directors.
Maintain a governmental accounting system that presents fairly and with full disclosure the financial position of Horry County Solid Waste Authority, Inc.
Develop, monitor, and manage the financial resources of Horry County Solid Waste Authority, Inc., in a sound and professional manner to ensure the maximum return on reserve funds, idle cash, and daily receipts.

GOAL: TO MAINTAIN ACTIVE LIAISON AND COMMUNICATIONS WITH INDUSTRY, FEDERAL, STATE, AND LOCAL OFFICIALS CONCERNED WITH SOLID WASTE MANAGEMENT.

OBJECTIVES:

Involve the community in the planning process.
Maintain periodic personal contact on a peer level with persons in federal, state, industry association, and commercial activity.
Evaluate systems to provide collection services.
Provide information helpful to local governments in attracting industries that use recycled materials.
Cooperate with industry and local officials in grant applications and project administration.

GOAL: TO PROVIDE ATTRACTIVE AND WELL-MAINTAINED FACILITIES AND EQUIPMENT IN ORDER TO PROVIDE WASTE DISPOSAL SERVICES PROMPTLY TO USERS, TO ENHANCE THE IMAGE OF WASTE MANAGEMENT IN THE SERVICE AREA, AND TO INSTILL PRIDE IN HCSWA.

OBJECTIVES:

Evaluate all available equipment and alternative programs to assure SWA operates the most cost-efficient programs available.
Prepare equipment and vehicle procurement specifications which meet the operational needs and reflect the public image of SWA.
Emphasize maintenance, cleanliness, and appearance of vehicles, equipment, and facilities.
Continue to explore short and long-range options for additional landfill capability.
Establish an Equipment Replacement Program from operating revenues that maximizes use of equipment without excessive downtime.
Maintain daily cover at Landfill to minimize odor problems.

GOAL: TO CONTINUE TO EMPLOY, TRAIN, AND RETAIN A HIGHLY COMPETENT WORK FORCE CONSISTENT WITH SOUND PERSONNEL PRACTICES AND LAWS.

OBJECTIVES:

Develop the SWA Personnel Manual.
Continue the development of programs that provide employee training experience to encourage career growth (development) and promotion.
Periodically evaluate the job descriptions for each position to assure maximum use of all personnel resources.
Maintain a merit-pay system that compares favorably with salaries paid by other well-managed organizations for like work by establishing and maintaining competitive compensation packages.
Stimulate individual growth and maximum contribution, as well as development and promotional opportunities, through the administration of a Performance Evaluation Program that compensates employees for their performance.
Administer a Benefits Program which provides the employee with reasonable protection from life’s emergencies and disasters.
Provide a work environment for employees that is conducive to the successful completion of their work assignments.

GOAL: TO PROVIDE THE LEADERSHIP REQUIRED TO PROMOTE  REGIONAL INTEGRATED SOLID WASTE MANAGEMENT PLANNING.

OBJECTIVES:

Develop an intergovernmental agreement setting forth specific areas of possible multi-county cooperation and secure commitments from other jurisdictions.
Encourage the development of a Regional Solid Waste Management Plan.
Promote routine intergovernmental meetings to foster continuing cooperation and interest in regional solid waste management planning.
Encourage regional application for utilization of all available grant funds.

This Mission Statement and Goals and Objectives shall be reviewed periodically and amended according to recommendations of the Executive Director and approval by the Board of Directors.
